Project Name: Carneys Point Township, A. Clemente Asphalt Plant Property
Location of Work: Carneys Point Township, Salem County, New Jersey
Work Scope: Excel Environmental Resources, Inc. (Excel)
has been retained by Carneys Point Township to provide overall management
and technical consulting to evaluate a large former industrial property
and landfill in preparation for redevelopment of this Brownfields property.
On behalf of Carneys Point Township, Excel applied for and received a
grant for nearly half a million dollars through the New Jersey Department
of Environmental Protection (NJDEP) Hazardous Discharge and Site Remediation
Fund (HDSRF) to conduct Preliminary Assessment (PA) and Site Investigation
(SI) activities at the property in support of the municipality's overall
redevelopment plans. The objective of the PA was to satisfy due diligence
requirements including the identification of potential environmental areas
of concern (AOCs) in accordance with N.J.A.C. 7:26E-3.1, NJDEP Technical
Requirements for Site Remediation. Upon completion of the PA Excel identified
more than 20 AOCs and subsequently prepared a SI Workplan for NJDEP approval
to proceed with characterization of soil and/or groundwater quality. Excel
has utilized HDSRF funds efficiently as necessary to characterize soil,
surface water, and groundwater conditions at the property. Key aspects
of the project include the following:
- Review of aerial photographs and Sanborn™ Fire Insurance Maps to
determine historic land use of the property
- Review of local, State and Federal databases to obtain information
regarding regulatory information on the properties
- Performance of detailed site inspections to identify potential AOCs
for future characterization
- A geophysical survey was conducted to determine the presence of underground
storage tanks (USTs), buried drums, and other subsurface metallic objects
and debris
- Use of marine magnetometer,
side scan sonar, and underwater video equipment to survey two large
lakes located on the property and located any submerged drums or other
potential environmental concerns
- A wetlands survey was conducted to delineate wetlands boundaries,
in preparation for the SI phase of the work
- Based on the data that indicate that historic dumping occurred in
a landfill area located on the property, the SI will include characterization
of the contents of the landfill and evaluation of engineering alternatives
for remediation and/or closure the landfill, as necessary and appropriate
based on the findings
- Excel is currently in the process of implementing the SI to characterize
the AOCs through sampling of soil, surface water, and groundwater to
efficiently characterize the environmental conditions and to gather
the data needed to develop conclusions and recommendations to complete
characterization and/or to address soil and/or groundwater contamination,
as applicable based on the SI results and future development plans for
the property.
Project Outcome: The SI is currently ongoing with the express purposes
of enabling Excel to assess the range
of cleanup costs associated with the property as necessary to enable the
Township to finalize redevelopment plans for the property in the shortest
possible timeframe and with highly efficient utilization of HDSRF grant
funds.
