Scope of Work: The presence of Chromium Ore Processing Residue (COPR) has been well documented at the site. Excel conducted a Preliminary Assessment(PA) of the property in preparation for redevelopment of the site with incorporation of work conducted by prior consultants to minimize the level of effort required for a due diligent evaluation. The PA included an in-depth site inspection, review of historic site uses, acquisition and review of state and federal environmental databases, and review and incorporation of existing soil and groundwater quality data related to the COPR investigations historically conducted at the site.

Excel worked with the property owner and the owner's environmental legal counsel to negotiate with the prospective purchaser and developer and provided technical consultation regarding incorporation of the development plans into the final remedial action workplan for the property. We prepared engineering cost estimates for evaluation of several different approaches to incorporation of the site redevelopment into an engineering cap for the property. Excel reviewed work plans prepared by consultants for the party responsible for characterizing the site and provided consultation regarding the technical approach and content.

Project Outcome: Plans for redevelopment of the property using the proposed building structures and appurtenances as part of an engineering cap have been drafted for submission to the NJDEP.
