Scope of Work: Excel was contracted to complete the project after a Preliminary Assessment(PA) was initiated by the previous consultant. Based on the results of the PA, the NJDEP's primary concern was soil contamination below the facility foundation and the potential for deep aquifer contamination. Following are the key project aspects.

  • Excel established that chlorinated volatile organic compounds detected in the bedrock aquifer were a regional, not site specific issue; this concept was proven by conducting a review of State and Local databases, both of which documented several solvent spills and discharges, and, known groundwater contamination in the region.
  • Elevated metals concentrations were delineated both laterally and vertically for a limited portion of the site. A Declaration of Environmental Restriction (DER) - an institutional control - was then established for this portion of the site.
  • In an effort to reduce expenditures associated with the investigative phase of work, Excel, through the combination of using existing data and the collection of a limited number of samples, was able to delineate, to the NJDEP's satisfaction, the extent of metal contamination at the site.

Project Outcome: As an alternative to the excavation and treatment of soil, Excel was able to establish a DER for the residual soil concentrations at the site using the existing building foundation as the cap. In addition, a groundwater investigation was avoided by utilizing available information avoiding installation of groundwater monitoring wells. As a result, project related costs were drastically reduced during the investigative phase of work. In addition, even greater project cost savings were realized by application of institutional controls in lieu of active remediation.
