Scope of Work: Excel was retained to conduct a
Phase I Environmental Site Assessment (ESA) of a multi-tenant warehouse located in an industrial area of Newark, New Jersey in preparation for sale of the property. The following summarizes key aspects of the project.

  • Excel conducted an in-depth review of Federal, State, and local environmental records and databases including historical SanbornTM Fire Insurance Maps and Aerial Photographs to identify potential areas of environmental concern.
  • Provided a comprehensive evaluation of available current and historical site plans and tenant histories to determine ISRA applicability and used those findings to prepare an applicability/non-applicability affidavit for the formal NJDEP determination of ISRA non-applicability for the property.
  • Performed site reconnaissance to visually inspect the property for AOCs.

Project Outcome: During the ESA, Excel identified two potential Underground Storage Tanks (USTs) that had not been known to exist by the owner nor were registered with the NJDEP. Due to time constraints as dictated by the recent NJDEP deadline for upgrade or closure of all regulated USTs, Excel expedited closure proceedings by registration of the tanks and submission of a 30-day intent to close form. To avoid the potential for being assessed penalties for non-compliance with the updated UST regulations, Excel supervised the closure of the tanks by excavation and offsite disposal prior to the deadline, and ensured compliance with the UST regulations and the NJDEP Technical Requirements for Site Remediation.

Recommendations for the resolution of the additional potential areas of environmental concern identified during the Site Assessment process consisted of general maintenance activities.
